cops_nrgd_mf: precipitation data from surface stations run by Meteo-France/CNRM during COPS 2007

Summary
The operation of the two stations with different devices was continuous, with a daily check from 1st July - 31 July 2007.
The precipitation amount was measured with a cumulative rain gauge (CRG) in irregular intervals, while the precipitation rate was measured with a sampling of 10sec with an optical UV hygrometer.
