cops_supm_dlidar: wind data from Doppler wind lidar (WiLi) run by Institute for Tropospheric Research during COPS 2007

Summary
Wind data from Doppler wind lidar (WiLi) run by Institute for Tropospheric Research at COPS-Supersite Murg Valley.
The files contain the line-of-sight (LOS) velocities. Additionally, the respective signal strength is given as a signal-to-noise ratio. The SNR is useful to distinguish between clouds, aerosol and clear air (no wind data).
As the SNR drops, the accuracy of the wind measurement drops too. Signals smaller than a specific lower bound are therefore marked as missing values. For all valid values the random error of the LOS velocities can be assumed to be in the order of 0.1-0.2 m/s. Additionally, a negative bias of about -0.3 to -0.4 m/s is found on some velocity data, which can be seen from vertical velocities during nighttime, where turbulence is minimal.

The usual scanpattern (starting from the begin of a measurement) was the following:
- 1x PPI scan at 30° elevation with 30°/5s resolution
- 1x PPI scan at 15° elevation with 2°/1s resolution
- 2x RHI scans (north-south, east-west) with 2°/1s resolution
- vertical staring with 5s resolution.
During a measurement this pattern was restarted whenever a 30 min time mark was reached, e.g. 12h00,12h30,13h00,...
Some of the files may contain other scanpatterns like vertical staring only.
