cops_dows: contains data from Doppler on Wheels during COPS Campaign

Summary
Radar measurements made with the portable DOW xband radars. DOW2 was operational from 19 June until 14 August and DOW3 was operational from 22 July until 14 August. The radar were operated from several different locations within the COPS domain. The radars collected reflectivity and radial velocity data. PPI data scans were done at elevation angles between 1.0 and 10.0 degrees. RHI scans from 0 to 20 degrees elevations were taken at regular azimuth intervals. With the combination of data from the two DOW radars it is possible to derive 3 dimensional wind fields.
